The United Kingdom, the Netherlands, Finland, and Poland announced on July 6 (local time) that they are working toward launching a Multilateral Defense Mechanism (MDM) by 2027 to secure defense funding and have made significant progress.
Ahead of the North Atlantic Treaty Organization (NATO) summit in Ankara, Türkiye, these nations stated in a joint declaration, "We reaffirm our commitment to increasing defense budgets for collective defense capabilities and improving the efficiency of defense spending."
According to Reuters, as allies continue their rearmament efforts and various initiatives are proposed to attract more private investment, defense financing is expected to be a key agenda item at this NATO summit.
Canada is currently pushing for the establishment of a Defense, Security, and Resilience Bank (DSRB).
According to a statement from the UK Treasury, the MDM is a new funding model aimed at accelerating defense investment, expanding joint procurement, and aggregating demand for critical defense capabilities.
The Treasury explained, "While subject to each participating nation's approval processes, the goal is to move quickly to the negotiation phase for a formal agreement, maintaining the shared intent to launch the MDM by 2027."
The countries added that they plan to involve more nations and will work with other NATO allies to enhance capabilities and interoperability.
