People Power Party (PPP) Floor Leader Jeong Chung-rae said today (July 3) regarding the government's Gwangju-Jeonnam semiconductor cluster project, "It appears that the 'Yellow Envelope Act' and the stricter Commercial Act, which were pushed through by the Lee Jae-myung administration and the Democratic Party of Korea, are now hindering the Gwangju-Jeonnam semiconductor cluster."
During the floor strategy meeting held at the National Assembly today, the floor leader stated, "In short, it is a situation where they have shot themselves in the foot."
He continued, "The Samsung Electronics labor union and minority shareholder groups have protested against the new semiconductor plant project in Gwangju and South Jeolla Province announced by Samsung and SK," adding, "The legal basis for unions to demand consultations on corporate investment decisions is precisely the Yellow Envelope Act."
Furthermore, Floor Leader Jeong urged, "The Yellow Envelope Act, the stricter Commercial Act, and the creation of the Gwangju-Jeonnam semiconductor cluster are all hasty, populist policies created without sufficient deliberation or verification, solely to pursue political interests and target specific support bases. This chaotic state of governance is the result of such populist management. They must completely overhaul their state management policy now."
Regarding the Democratic Party's formation of a task force (TF) to revise the Criminal Procedure Act to abolish the prosecution's supplementary investigation rights, he pointed out, "The reason the ruling party is so obsessed with destroying the rule of law is due to shallow political calculations aimed at rallying their hardline supporters with a narrative of retaliation against the prosecution ahead of the Democratic Party's national convention."
Floor Leader Jeong emphasized, "The most concerning point is that the Legislation and Judiciary Committee of the National Assembly is taking the lead in destroying the nation's judicial system," adding, "Democratic Party members of the committee, including Representative Seo Young-kyo, who are intoxicated by the cheers of their hardline supporters, will use the blade of power to mutilate the rule of law, and the responsibility for the subsequent judicial crisis will lie with the government and the ruling party."
Chief Deputy Floor Leader Kim Seung-soo stated regarding the amendment to the Information and Communications Network Act, which is set to take effect on July 7, "There is a high concern that it will be misused as a 'gag law' that blocks legitimate criticism of those in power."
Chief Deputy Floor Leader Kim added, "The Democratic Party's forced distribution of standing committee chair positions, taking control of the Legislation and Judiciary Committee, the Science, ICT, Broadcasting and Communications Committee, and the Culture, Sports and Tourism Committee, is a declaration of war to solidify the online 'gag law' at the implementation stage and to push through the Media Arbitration Act, which is a law to muzzle the press," and warned, "If they trample on press freedom and suppress the freedom of expression of the public, including on social media, they will face uncontrollable public resistance, which will become the fuse for the collapse of their regime."
Regarding the public criticism of the Korea Football Association, he urged, "During the previous parliamentary audit by the Culture, Sports and Tourism Committee, we filed a complaint regarding perjury by Chairman Chung Mong-gyu, but it was quietly dropped due to opposition from the Democratic Party, which held the majority at the time. They must provide an explanation," adding, "The public demands a thorough investigation, punishment of those responsible, and a major reform of the association. The association must respond quickly."
