Eunma Apartment Reconstruction Project Implementation Plan Approved... "First Approval of the 9th Popularly Elected Gangnam-gu Administration"

Seoul's Gangnam-gu has approved the project implementation plan for the reconstruction of the Eunma Apartment complex in Daechi-dong.

Gangnam-gu District Mayor Kim Hyun-ki emphasized, "This is the first reconstruction project implementation plan approved under the 9th popularly elected administration," adding, "We processed it 33 days ahead of the 60-day legal deadline, marking the fastest approval for a reconstruction project in Gangnam-gu."

Eunma Apartment, an aging residential complex with 4,424 households completed in 1979, has been pursuing reconstruction for over 20 years since the approval of its promotion committee in 2003.

Following the designation of the maintenance zone and the approval of the reconstruction association in 2023, the project completed an integrated review process last year after modifying the maintenance plan.

With the approval of the project implementation plan, the site will be reconstructed into a large-scale complex spanning a land area of 243,552.6 square meters, featuring 29 buildings ranging from 6 basement levels to 49 floors above ground, totaling 5,850 households (including 909 public rental units and 195 public housing units for sale).

Subsequent procedures, including the establishment and approval of the management and disposal plan, resident relocation, and demolition work, will proceed sequentially.

Gangnam-gu stated that the association aims to begin construction in 2028.

District Mayor Kim plans to visit the Eunma Apartment complex this afternoon (July 2) to deliver the project implementation plan approval document to residents and express his commitment to the swift progress of the reconstruction.

With this approval, Gangnam-gu intends to further accelerate the rapid implementation of reconstruction projects, a key pledge of the 9th popularly elected administration.

The district has launched a dedicated task force, the Gangnam Reconstruction Rapid Harmony TF, led by the District Mayor, which integrates functions such as project-specific progress management, coordination with relevant agencies, resident communication, and expert consultation.

"I hope this serves as a signal to the long-waiting residents that the reconstruction is truly gaining momentum," said District Mayor Kim. "I will demonstrate through speed and results what changes when the District Mayor personally oversees the process."
