Songpa-gu Approves Jamsil Complex 5 Reconstruction Plan as First Official Act of 9th Popularly Elected Administration

The Seoul Songpa-gu Office announced today (July 1) that Mayor Seo Kang-suk has selected the approval of the Jamsil Jugong Complex 5 reconstruction project plan and a plan to ease parking enforcement to support the livelihoods of ordinary citizens as the first and second official acts of his 9th popularly elected administration.
The district office emphasized, "This clearly demonstrates our commitment to placing the focus of administration on 'support' rather than 'regulation,' continuing the direction set during the 8th administration."
Jamsil Complex 5, a massive residential complex, faced significant delays after the project was first initiated in 2003, taking eight years just to establish a maintenance plan and struggling with hurdles such as design competitions.
This stood in contrast to the nearby Complexes 1, 2, 3, and 4, which completed their reconstruction around 2009.
Since the start of the 8th administration, the district office has focused on supportive administration, including proposing deregulation, mediating disputes within the housing association, and streamlining procedures.
Through these efforts, the district reported that Complex 5 passed a consolidated review in June of last year and subsequently applied for approval of its project implementation plan in December.
With this approval, Jamsil Complex 5 will feature 4,942 apartment units (4 basement levels and 49 floors above ground) on residential land, and 1,469 units (4 basement levels and 65 floors above ground) on mixed-use land, alongside retail, office, and cultural facilities.
The housing association plans to complete appraisal and applications for apartment distribution in the second half of this year, and aims to apply for approval of the management and disposal plan in 2027.
