Exclusive: CCTV Footage Shows Chaotic Scenes at Polling Station as Ballots Run Out

SBS has obtained CCTV footage from the No. 7 polling station in Jamsil 4-dong, Songpa-gu, Seoul. This was the first location where voting was suspended due to a shortage of ballots. Let’s take a look at how the situation was handled on the ground that day.

Reporter Ha Jung-yeon has the story.

This is CCTV footage from inside the No. 7 polling station in Jamsil 4-dong, Songpa-gu, Seoul, on the day of the June 3 local elections.

It is around 2:40 p.m.

After a poll worker explains something to the voters, they begin to turn away.

This was the moment when voting was first suspended due to a lack of ballots.

Poll workers appear to be waiting, looking out the window, when a man suddenly rushes in, carrying a shopping bag.

It contains the additional ballots.

Two minutes later, at 2:42 p.m., voting resumes.

About two hours later, at 4:46 p.m., the additional ballots run out, leading to a second suspension.

Poll workers count the voters waiting in a long line, record their names on a list, and send them away.

Uniformed police officers also arrive at the scene.

At 5:16 p.m., a man rushes in again, carrying another shopping bag filled with ballots.

Voters who had been waiting outside begin to line up again, and voting finally resumes more than 30 minutes after it was halted.

[June 3: They said they didn't provide 100% of the ballots from the start, only about 60% of what was needed for the number of voters.]

However, by 5:50 p.m., the line grows long again, and with just 10 minutes left until the polls close, voting is suspended for a third time.

While someone appears to be explaining the situation to frustrated voters, the doors of the polling station are shut promptly at 6:00 p.m.

This CCTV footage was secured through an application for evidence preservation filed with the court by Kim Jeong-cheol, the former Seoul mayoral candidate for the Reform Party.
