Police are focusing their investigation on potential safety management failures and electrical defects following the deaths of two elementary school brothers at a water park in Gokseong-gun, South Jeolla Province, which was preparing for its official opening.
The incident occurred around 2:40 p.m. on Sunday, when the two brothers, aged 11 and 9, died while playing in the pool at a theme park in Gokseong-gun.
At the time, the swimming pool was preparing for its official opening, and the water depth was reportedly only 25 to 40 centimeters, reaching only the children's calves.
Given that the water was shallow, the fact that both children were found in cardiac arrest simultaneously has led police to prioritize the possibility of electrocution due to faulty electrical equipment.
It is reported that police have also secured testimony from witnesses who claimed to have felt an electric current while attempting to rescue the children at the scene.
An analysis of CCTV footage by the police reportedly shows the brothers collapsing immediately upon entering the water, further increasing the likelihood that this was an electrocution accident rather than a simple drowning.
Consequently, a comprehensive investigation is underway regarding potential negligence in safety management, including the failure to restrict access.
The theme park where the accident occurred is a facility owned by Gokseong-gun and leased to a private entity for operation. It is reported that there were no safety personnel or access controls in place at the time.
In particular, despite the facility not yet being officially open, there are consistent reports that the doors were unlocked, allowing anyone to enter easily. Another visitor who arrived at the scene that day stated, "We were told by the company that we could come and play, and we even completed the payment at the kiosk."
The police plan to conduct a joint on-site inspection and perform autopsies to determine the exact cause of death.
As this is a major incident involving the deaths of two elementary school children, the police plan to transfer the case to the Jeonnam Provincial Police Agency's Serious Accidents Investigation Team once the preliminary investigation is complete.
They are also reviewing whether the "Serious Accidents Punishment Act" can be applied to this case under the category of "public disaster."
