There is a system called the Restructured Town Excess Profit Recovery system, which requires owners of reconstructed apartments to pay a portion of their profits as a charge if they exceed a certain level. It has been confirmed that for the first time since the system was introduced, apartment complexes in Gangnam will receive notices for hundreds of millions of won in charges next week.

This is an exclusive report by Jeon Hyeong-u.

The Banpo Hyundai reconstruction complex in Seocho-gu, Seoul.

According to SBS reporting, next Monday, this complex will receive the first-ever hundreds-of-millions-of-won reconstruction excess profit recovery charge notice in the Gangnam area of Seoul.

As the five-year statute of limitations for this apartment, which was completed in 2021, approaches at the end of this year, the Seocho-gu Office has set out to finalize the charges.

The amount to be notified is reportedly an average of around 220 million won per household.

The district office states that if the association submits additional data and files an objection, the amount could be reduced by about half, with the final charge expected to be in the early 100 million won range.

[Banpo Hyundai Reconstruction Association Member: I bought this with my severance pay. The state is just completely taking it away from the citizens; it is exploitation.]

Trinity One, another nearby reconstruction apartment, is also expected to soon receive notices of more than 700 million won per household for some homes.

[Banpo Trinity One Association Member: I have no countermeasures because of my age. Who has hundreds of millions of won just lying around?]

The reconstruction excess profit recovery system is a scheme that collects a portion of the profits left over after subtracting construction costs and general housing price increases from the profits gained through reconstruction as a tax.

After years of controversy, it was fully implemented two years ago, and starting next week, charges totaling around 2 trillion won are expected to be successively levied on 46 complexes, centered around Gangnam in Seoul.

Homeowners argue that the calculations are wrong and intend to take legal action.

[Park Kyung-ryong / Secretary, National Reconstruction Association Alliance: It would be normal to fully reflect the sharply increased prices as they are, but because they use statistics where parts did not rise as much, it differs from reality.]

The clash between authorities demanding payment for earnings and residents refusing to pay money they have never actually held in their hands is now expected to head to the courts.
