The government has decided to share information regarding the progress of criminal procedures with crime victims.
An integrated crime victim support system will also be established so that victims can check necessary support information all at once.
The Ministry of Justice announced today (October 30) that it has established the 5th Basic Plan for Crime Victim Protection and Support.
The Basic Plan for Crime Victim Protection and Support is a government-wide national plan established every five years, serving as a mid-to-long-term blueprint for systematically promoting victim protection and support policies.
Through the establishment of four previous basic plans, the Ministry of Justice has expanded institutional foundations for victim protection and support, such as expanding economic and psychological support for crime victims and strengthening personal protection systems.
However, issues remained to be addressed, such as the inconvenience of victims having to visit multiple agencies and repeatedly explain the same victimization, as well as delays or omissions in support caused by a lack of information connectivity between agencies.
In response, the Ministry of Justice explained that it has set its vision as "establishing an integrated victim protection and support national system that guarantees crime victims' procedural rights and safe return to daily life," focusing on preparing a support system that victims can actually feel.
First, the Ministry of Justice decided to improve the system for providing information on the progress of criminal procedures so that victims can be fully aware of how their cases are progressing, and establish a system to provide necessary information to victims in a timely manner.
An integrated crime victim support system will also be built so that victims can check necessary support information without having to visit multiple agencies individually.
Emergency response and support systems for victims will be strengthened, and economic support systems such as crime victim relief funds will be improved.
The Ministry decided to link information related to offenders' release, parole, and electronic monitoring with victim personal protection measures, and strengthen risk management systems for victims of repeated and relationship-based crimes such as stalking.
In addition, the Ministry plans to enhance the effectiveness of victim recovery-related systems, such as compensation orders and criminal deposits, so that offenders can substantially fulfill their responsibilities for damages caused by crimes.
The Ministry of Justice plans to establish annual implementation plans through 2031 to specify detailed projects, implementation schedules, and responsible ministries.
It also decided to share implementation status and performance with related ministries and affiliated organizations, and based on this, prepare directions for supplementing and improving the implementation plan for the following year.
Acting Minister of Justice Lee Jin-su stated, "We will ensure that victims receive necessary support in a timely manner without having to visit multiple agencies and repeatedly explain their victimization," adding, "We will build a dense protection and support system ranging from the early stages of a case to criminal procedures, victim recovery, and return to daily life."
