Nine relevant government agencies, including the Ministry of Justice, the Ministry of Government Legislation, and the National Police Agency, attended the "Pan-Government Response Meeting for an Ultra-Safe Society."
President Lee Jae-myung emphasized the need to devise extraordinary measures, stating that recent relationship-based crimes and crimes with abnormal motives are serious issues that endanger not only individual victims but also the safety of society as a whole.

In particular, he pointed out that cases in which victims remain exposed to persistent threats or fail to receive adequate protection even after reporting danger continue to recur. In the subsequent closed-door meeting, the National Police Agency reported that it will review and pursue new initiatives, such as "operating perpetrator isolation facilities" to first remove perpetrators from residences when domestic violence occurs, rather than having victims flee from violence.
Under the current system, emergency temporary measures allow perpetrators to be immediately evicted from residences without prior court approval, but critics have pointed out that stronger victim protection measures are necessary.
A presidential office official explained, "This is what victims have requested the most," adding, "The police will review specific plans for implementation."
During the meeting, the introduction of "life imprisonment without parole" to permanently isolate heinous criminals from society and protect the human rights of victims and their bereaved families was reported. Discussions also covered expanding support projects that provide discounts on CCTV cameras and emergency bells for female small business owners and single-person households.
