An apartment complex in Songdo International City, Incheon, where an exterior terrace structure collapsed last August, has now suffered flooding affecting around 100 households.
According to the emergency preparedness committee of residents at Songdo Luxocean SK View on October 19, heavy rain that battered the Incheon area caused successive flooding damage within the complex.
Photos and videos taken directly by residents captured scenes of rainwater pouring in between window frames, with towels used to block the gaps and water pooling thickly on the floors.
The apartment complex consists of 1,114 households and is a newly built property that began move-ins in March of last year, entering its 1 year and 8 months since completion.
The emergency committee explained, "More than 100 households reported flooding damage on that day alone," adding, "The damage occurred simultaneously across the entire complex, from low floors to high floors."
Residents have raised suspicions that there may be defects in the window design and construction, noting that rainwater poured in even when all double-glazed windows were completely closed at the time.
They also claimed that despite the severe defects, the construction company showed an irresponsible attitude by failing to actively respond to after-service requests and not showing up at the site.
The committee stated, "The mass flooding following the terrace collapse proves the overall shoddy construction by SK ecoplant," and announced plans to demand a strict investigation into the construction company.
The committee plans to send official letters detailing the flooding damage to the city and the Incheon Free Economic Zone Authority.
Kim Il-yong, head of the emergency committee, stated that leaks have not been resolved despite being repaired multiple times, adding, "We must hold them strictly accountable and put an end to the wrong practice of filling their pockets with shoddy construction and casually brushing off post-completion defect repairs."
