It has been revealed that there are 138 redevelopment and reconstruction project sites nationwide that have failed to undergo statutory construction cost verification despite being subject to it.
The Ministry of Land, Infrastructure and Transport announced that it will select 16 of these sites and launch a joint special on-site inspection with relevant agencies starting from the 19th.
According to a comprehensive investigation conducted by the Ministry of Land, Infrastructure and Transport and local governments from August 27 to September 22, it was confirmed that 138 out of 568 redevelopment and reconstruction project sites nationwide where contractors had been selected failed to fulfill the statutory construction cost verification procedure.
Recently, there have been cases where construction costs were excessively estimated or increased during urban maintenance project processes, and statutory construction cost verification procedures were not fulfilled, leading to increased burdens on union members or delayed projects.
Accordingly, the Ministry of Land, Infrastructure and Transport will conduct special inspections in two phases from October 19 to 30 and November 9 to 20 to check the appropriateness of the construction cost estimation and increase process and compliance with related laws.
The Ministry of Land, Infrastructure and Transport, local governments, the Korea Real Estate Board, and external experts will participate in this inspection.
The Ministry of Land, Infrastructure and Transport will establish the inspection plan, aggregate the results, and announce them.
The Korea Real Estate Board will examine the appropriateness of the construction cost breakdown and the reasons for the increase, while local governments will investigate violations of related laws and union bylaws.
External experts will inspect union operations, budget execution, and service and contract procedures.
If violations of laws are confirmed as a result of the inspection, corrective orders and administrative guidance will be issued, and if serious criminal charges such as embezzlement, breach of trust, or fraud are discovered, the ministry plans to request an investigation.
The ministry also plans to issue administrative guidance for individual unions to implement construction cost verification even at project sites excluded from the special inspection.
