A man in his 20s serving as a social service agent has been arrested on charges of murdering his mother-in-law and kidnapping and confining his wife. It has been confirmed that the police have launched an internal inspection into why they failed to secure his custody despite him already being under investigation for domestic violence and other offenses.

A man wearing a pulled-down cap and a face mask enters the court for his pre-trial detention hearing.
He is Kim, a man in his 20s accused of murdering his mother-in-law in Songpa-gu, Seoul, and subsequently kidnapping his wife.

Wife A first reported the domestic violence to the police last August while undergoing procedures to annul their marriage.
After verifying charges of assault and special intimidation, the police classified husband Kim as posing the highest risk of reoffending and provided A with a smart watch.
However, the police stated that they were unable to secure his custody due to a lack of evidence other than the victim's statement, though it turned out that multiple opportunities had been missed.
Following the issuance of a search and seizure warrant last month, the police visited the Gunpo City Hall in Gyeonggi Province, where Kim was working as a social service agent, on two occasions, but failed to meet Kim as he was on sick leave.
On the 6th, they attempted a search and seizure at his residence, but failed to secure evidence such as his mobile phone because Kim was not there.
It was later learned that after failing to comply with a police interrogation scheduled for the 10th, Kim conveyed his intention to appear on the 13th.
With no additional measures taken against Kim—who evaded three search and seizure attempts and did not respond to the summons—the tragedy occurred in the early hours of the 11th.

As confirmed through SBS reporting, the Gyeonggi Nambu Provincial Police Agency has initiated an inspection into the Suwon Gwonseon Police Station for failing to secure the custody of Kim while he was already under investigation.
The court issued an arrest warrant for Kim, citing concerns of flight and the destruction of evidence.
