A man wearing a pulled-down hat and a face mask enters the court for his pre-arrest interrogation.
He is Kim, a man in his 20s accused of murdering his mother-in-law in Songpa-gu, Seoul, in the early hours of October 11, and subsequently kidnapping his wife.
[Kim : (Did you plan the crime in advance? Why did you kidnap your wife?) ......]
His wife, A, first reported the domestic violence to the police last August while undergoing marriage annulment procedures.
After confirming charges of assault and special intimidation, police designated her husband Kim as falling under the highest risk tier for reoffending and provided A with a smart watch.
However, police stated that they could not secure custody because there was no evidence other than the victim's statement, but it turned out that multiple opportunities were missed.
Last month, after a search warrant was issued, police visited Gunpo City Hall in Gyeonggi Province, where Kim was working as a social service agent, twice, but failed to meet Kim, who was on sick leave.
On October 6, they attempted a search-and-seizure at his residence, but failed to secure evidence such as his mobile phone as Kim was not there.
It was learned that Kim subsequently refused to comply with a police interrogation scheduled for October 10, and instead conveyed his intention to appear on October 13.
The tragedy occurred in the early hours of October 11 without any additional measures taken against Kim, who had evaded search-and-seizure attempts three times and failed to respond to the summons.
[Lee Min / Attorney : The very purpose of a search-and-seizure is to secure appropriate evidence in a timely manner. How poorly could the time slots or locations have been set for them to come up empty-handed three times?]
According to SBS coverage, the Gyeonggi Nambu Provincial Police Agency has launched an inspection into the Suwon Gwonseon Police Station for failing to secure the custody of Kim, who was already under investigation.
The court issued an arrest warrant for Kim, citing risks of flight and destruction of evidence.
