A "self-rating" system will be introduced, allowing production companies to independently assign viewing age ratings to music videos and other music-related video content.
The Ministry of Culture, Sports and Tourism announced that the amendment to the Music Industry Promotion Act containing this provision was approved during a Cabinet meeting.
Previously, companies had to receive preliminary ratings from the Korea Media Rating Board (KMRB) before producing and distributing music videos.
Once the revised bill takes effect, production companies registered as self-rating providers will be able to directly classify music video ratings, notify the KMRB, and release the content.
However, considering concerns that registration as a self-rating provider could burden small and medium-sized production companies that only produce 5 to 8 music videos a year, they will be given the option to choose between classification through the KMRB or self-rating.
To prevent the exposure of underage viewers to harmful music videos following the introduction of the self-rating system, the ministry has established various pre- and post-management safeguards.
Self-rating providers are required to notify the KMRB before distributing or posting music videos, appoint a rating classification manager, and ensure they receive necessary training for rating tasks.
In addition, if the KMRB determines that a rating assigned by a self-rating provider is inappropriate, it can order a rating adjustment.
If a provider fails to comply with a rating adjustment order, the KMRB can revoke the rating classification.
The revised Music Industry Promotion Act will take effect one year after its promulgation by the president.
The Ministry of Culture, Sports and Tourism plans to overhaul related subordinate statutes in consultation with the KMRB and the music industry prior to the law's implementation.
Choi Sung-hee, Director-General for Content Policy at the ministry, stated, "Music videos and other music-related video content are key elements of the music industry," adding, "We expect the introduction of this system to streamline the distribution process for music videos, thereby enhancing marketing efficiency and responsiveness."
