Agriculture, Food and Rural Affairs Minister Song Miryeo stated during a briefing at the Sejong Government Complex today (October 8) that, "We will pursue the enactment of a special act so that general cases, rather than speculative ones, do not proceed with disposal procedures under the Farmland Act based on the results of this survey."

Minister Song explained, "This means that even if aspects not aligned with current Farmland Act regulations are identified in the survey, we will block them from leading to disposal procedures through a special act that takes precedence over the Farmland Act."

The types slated for exclusion from disposal to be included in the special act are: inherited farmland; farmland rented out through conventional practices by elderly farmers; farmland with complex ownership structures such as those owned by traditional clans, temples, or involving unregistered inheritances; landlocked parcels and farmland difficult to farm; and unpermitted facilities such as agricultural warehouses.

Minister Song noted, "Regardless of whether the land is consigned to the Farmland Bank, these general cases will not undergo disposal procedures, and we will allow farmers to choose to lease or sell them to the Farmland Bank if they wish."

She further emphasized, "Our basic direction is to ensure that, unless there is clear speculative behavior, people are not forced to dispose of farmland or bear compliance fines because of the results of this survey."

The Ministry of Agriculture, Food and Rural Affairs and the Democratic Party of Korea plan to introduce the special act this month and push for its legislation so that the parliamentary process can be concluded by December.
