This project involves constructing a roughly 9.6-kilometer deep-underground expressway exclusively for compact cars, connecting Seongbok-dong in Suji-gu, Yongin, Gyeonggi Province, to Gumto-dong in Sujeong-gu, Seongnam, with the goal of breaking ground in 2031.

It will be carried out as an "improvement and operation" type project, where investment costs are recovered through user fees for the entire facility after improving and expanding existing operating facilities.

Once the section opens, it is expected to separate long-distance commuters through the underground road, cutting commute times by about 17.6 minutes from the previous 23.7 minutes down to 6.1 minutes.

The ministry plans to swiftly advance the project by initiating follow-up procedures such as a strategic environmental impact assessment.

Kim Hyo-jung, head of the Road Bureau at the ministry, stated, "Now that the 2nd Yongin-Seoul Private Expressway has passed the private investment eligibility study, we will seamlessly execute follow-up procedures to dramatically improve accessibility to Seoul from southern Gyeonggi Province."
