Whistleblowers reporting acts of corruption or public interest violations will now be able to receive rewards amounting to 30 percent of the compensable value (recovered revenue) without an upper limit.
The Anti-Corruption and Civil Rights Commission announced on Tuesday, September 22, that partial amendments to enforcement decrees, including that of the Anti-Corruption and Civil Rights Commission Act, containing these measures were approved at a Cabinet meeting.
Under the current reward system, payouts are calculated at rates between 4 and 30 percent depending on the bracket of the compensable amount.
This had drawn criticism that the reward calculation rate decreases as the compensable amount grows larger.
Under the latest revision, however, rewards will be calculated at a uniform 30 percent of the recovered revenue, regardless of the size of the compensable amount.
Nonetheless, criteria for reducing payouts based on factors such as the whistleblower's contribution and the accuracy of the report will remain in place.
In addition, the 3 billion won cap on reward payments will be completely abolished.
Under the existing system, there was no reward cap for public interest whistleblowing, but rewards for reporting corruption or violations of the Public Finance Recovery Act were capped at a maximum of 3 billion won.
The revised enforcement decree will take effect on September 29, and the new standards will apply to applications filed after the implementation date.
Chairperson Jeong Il-yeon stated, "We hope this revision will lead to compensation commensurate with whistleblowers' contributions and serve as a catalyst to encourage proactive reporting."
