Labor authorities investigating the death of a young subcontractor worker who was crushed in a machine at automotive parts manufacturer HL Mando's Pyeongtaek plant in Gyeonggi Province have launched a second compulsory investigation.

According to the Ministry of Employment and Labor today (September 14), the Pyeongtaek Office of the Gyeonggi Regional Employment and Labor Administration is conducting searches and seizures at HL Mando's Pangyo headquarters and Pyeongtaek plant.

This marks the second compulsory investigation following a previous search and seizure at the Pyeongtaek plant and other locations on August 7.

The Pyeongtaek Office, which formed a dedicated investigation team immediately after the accident, deployed about 20 labor inspectors for today's search and seizure and plans to secure evidence including related personnel's personal computers.

The Pyeongtaek Office plans to closely examine HL Mando's safety measures to prevent crushing accidents, particularly whether management established and implemented a safety and health management system under the Serious Accidents Punishment Act.

The authorities stated they will take strict measures if violations of the Industrial Safety and Health Act and the Serious Accidents Punishment Act, such as failure to fulfill obligations to secure safety and health, are confirmed through the investigation.

Previously on July 22 at around 12:50 PM, the late Kim Seung-mo, a worker belonging to a partner company, entered the plant to inspect a malfunctioning part-processing machine and was crushed between the machine and a wall, resulting in his death.

Police and labor authorities are investigating the exact circumstances, believing the accident occurred when an HL Mando employee test-operated the machine without knowing that Kim was inside.
