The bereaved family of the victim in the Changwon motel stabbing incident that occurred in December of last year has filed a complaint against the police officers in charge of the case.
The legal representative for the victim's bereaved family stated that a complaint requesting an investigation into 10 individuals, including the police officers who responded to the scene at the time of the Changwon motel stabbing and the probation officials, on charges of dereliction of duty was submitted to the Changwon District Prosecutor's Office on the 10th.
The complaint alleges that the police response was delayed despite the emergency situation at the time of the incident, and that no substantial measures were taken even though reports regarding a weapon involving the perpetrator, a man in his 20s, were received by the police on the day of the incident.
On December 3 of last year, at a motel in Hapseong-dong, Masanhoewon-gu, Changwon, a man in his 20s named A brandished a weapon at three middle school students—two boys and girls—killing two and leaving one severely injured, before jumping from the motel building and dying.
It was revealed that A was a probationer who had been sentenced to five years in prison in July 2021 for rape along with a five-year order to disclose and notify personal information, but he did not actually reside at the address listed on the Sex Offender Notification e-Service.
Hours before the crime, he was also investigated by police on charges of special intimidation for visiting the residence of another woman in her 20s while carrying a weapon, but was released because he did not meet the requirements for a flagrant offender or emergency arrest.
Police had previously stated that although they were aware A was a probationer, they did not notify the probation office of the investigation because there was no legal basis to do so.
