It captures a white large dog without a leash charging and attacking a small dog that another citizen was holding in their arms.
According to the poster, a beach crackdown official asked the owner to put a leash on the dog, but the owner reportedly refused, saying, "My dog doesn't bite."
Netizens who watched the video reacted critically toward the owner, leaving comments such as, "Why wouldn't you use a leash when you can't even handle it?" and "Crackdowns and punishments are necessary."
