The Ministry of Gender Equality and Family is implementing a revised notice on the "Indicators for the Identification and Protection of Victims of Human Trafficking and Other Related Offenses," which details specific identification indicators to detect human trafficking victims among migrant workers in the fishery sector at an early stage.
This revised amendment was prepared in collaboration with the Ministry of Oceans and Fisheries to reflect the recommendation made by the U.S. Department of State in its human trafficking report last year, which advised the development of specialized human trafficking identification indicators tailored to the fishing industry.
The human trafficking identification indicators include instances such as forcing workers to pay for their travel expenses from the port of disembarkation to their homes, or detaining workers before they board a vessel returning to their home countries.
In addition, the indicators explicitly classify discrimination in working conditions and the use of health facilities based on nationality, as well as coercing unfair treatment by threatening to refuse contract extensions, as forms of labor exploitation. They also establish grounds to ensure that victims receive legal protection even if they consented to the exploitation.
