The government carried out a reshuffle for senior police officials holding the ranks of senior superintendent general and superintendent general on September 1, including the appointment of Gyeongnam Provincial Police Agency Chief Kim Jong-cheol as the Deputy Commissioner General of the Korean National Police Agency.
The National Police Agency announced that it has fully applied the regional assignment restriction system, which bars officials from serving in their home regions, to all 18 provincial and metropolitan police agencies nationwide to strengthen fairness and accountability in police operations.
As a result, 14 out of the 18 provincial police chiefs (78 percent) were replaced.
In addition, two experts in the investigative field were appointed to key positions within the National Investigation Headquarters to reinforce the accountability and field investigative capabilities of the police following amendments to the Criminal Procedure Act.
The National Police Agency plans to further reform its personnel system by expanding the regional assignment restriction system to other key positions, including heads of audit, inspection, and human rights at provincial police agencies, in subsequent personnel actions.
Jeju Provincial Police Agency Chief Ko Pyeong-ki was 내정된 (nominated/내정) for promotion to senior superintendent general last month, but did not receive a senior superintendent general post in this reshuffle.
Chief Ko is moving to serve as the Director General of Public Safety and Traffic Bureau at the National Police Agency, with analyses suggesting that the false closure case of a missing person incident in Jeju influenced his failure to be appointed to a higher post.
