A former aide who has exposed various allegations surrounding former independent lawmaker Kim Byung-ki has submitted a petition to the National Police Commission calling for an overall review of how cases related to Kim were handled.
The former aide, identified as A, submitted a petition to the National Police Commission this morning (August 28), requesting an inspection into the overall handling of cases involving Kim by former National Office of Investigation Chief Park Sung-ju and current National Office of Investigation Chief Hong Seok-gi, as well as verification of whether the Seoul Metropolitan Police Agency's Investigation Deliberation Committee's resolution has actually been implemented.
In the petition, A stated, "Given the repeated delays observed in cases related to lawmaker Kim, there is a need for an inspection into whether there are issues within the command and supervision system, directed at the National Police Commission, which holds the power to deliberate and vote on the performance of duties by the National Office of Investigation chief."
A also added that the committee needs to verify at its own level whether the "rapid processing within one month" policy resolved by the Seoul Metropolitan Police Agency's Investigation Deliberation Committee on the 25th is actually being implemented.
Regarding the reasons for the petition, A stated, "Given the precedent where even the expressions 'soon' and 'in the final stage' repeatedly stated by police leadership were not kept for over four months, we cannot rule out the possibility that this specific one-month deadline will not be observed either." A added, "For the deliberation committee's recommendations to be effective, an upper supervisory mechanism is needed to monitor and guarantee their implementation, and we determined that the National Police Commission is the institution capable of fulfilling that role."
A further argued, "An inspection of the current and former National Office of Investigation chiefs is necessary," adding, "It must be verified by the National Police Commission what instructions the two chiefs actually gave regarding the handling of this case during their tenures and whether any political considerations were involved in those instructions."
Finally, A requested, "Based on its deliberation and voting powers under the Act on the Organization and Operation of National Police and Autonomous Police, the National Police Commission should receive reports from the National Police Commissioner General and the National Office of Investigation chief regarding the overall progress and reasons for delay in cases related to lawmaker Kim Byung-ki, and deliberate on them." A concluded, "We hope the National Police Commission will take this petition with utmost seriousness."
