The Anti-Corruption and Civil Rights Commission announced today (the 27th) the results of a comprehensive inspection into 522,000 cases of fraudulent receipt of public funds from public institutions between 2023 and 2025.
The commission stated that disciplinary and corrective actions were taken on a total of 141,781 cases last year, resulting in the recovery of 1.296 trillion won (Note: 129.6 billion won).
The commission categorized fraudulent receipt types into three groups. Among them, the "intentional type," characterized by strong intent, was analyzed to have the highest risk of fraudulent receipt in youth employment support subsidy programs.
For the "large-scale type," which involves large amounts recovered per case, the risk was highest in livelihood benefits, housing benefits, and social insurance subsidy support in that order, with subsidies for eco-friendly vehicles showing a sharp surge in recovery amounts over the past three years.
The "erroneous payment type," where funds were incorrectly disbursed due to delayed reflection of changes in qualifications or income, accounted for 73.5% of all recovery cases and was found to occur frequently particularly in central administrative agencies.
The time required to complete recovery dispositions was led by city and provincial offices of education at 23.7 months, followed by central administrative agencies at 16.0 months, metropolitan local governments at 13.6 months, and basic local governments at 10.2 months.
