Chief of Staff to the President Kang Hoon-sik has called for measures to eradicate the issue of illegal subletting in public rental housing, according to Cheongwadae (the Presidential Office) Deputy Spokesperson Ahn Gui-ryung in a written briefing.
Presiding over a senior secretaries' meeting at Cheongwadae on this day (the 24th), Chief Kang pointed out, "A case was uncovered where public rental housing with a monthly rent of 180,000 won was illegally subleased for 600,000 won a month to make unjust profits," adding, "The repetition of subletting practices that have been problematic in the past indicates that blind spots in management still exist."
He went on to emphasize, "Public rental housing introduced for the housing stability of ordinary citizens and vulnerable groups is becoming a target for some tenants to illegally pursue private profits, and fundamental institutional reform is necessary."
In response, Chief Kang instructed the Ministry of Land, Infrastructure and Transport and related agencies to devise measures such as introducing a reporting reward system, expanding on-site inspections, and strengthening penalties for illegal acts. He also ordered them to review ways to build a system that more precisely checks whether tenants actually reside in the units by cooperating with local governments, the Korea Post, Korea Electric Power Corporation, and Korea Gas Corporation.
pr Chief Kang also stressed a strict response to secondary victimization directed at victims and families of social disasters and major crimes.
In particular, he pointed out that secondary victimization crimes are diversifying, citing the continuation of prank calls, text messages, and the spread of unverified facts targeting the family of the victims in the recent Jeju missing person case, as well as making profits from conspiracy theory videos related to social disasters.
Accordingly, he requested the National Police Agency to devise measures such as prompt and strict investigations into secondary victimization crimes, as well as the expansion of prevention education and public relations.
Regarding the recent apartment resident soil burial accident caused by heavy rain in the Geoje and Tongyeong areas of Gyeongsangnam-do, he stated, "If conflicts within local governments over the cause of the accident continue, it could inflict another wound on local residents," adding, "Now is the time to focus on prompt restoration and stabilizing residents' lives rather than a battle of responsibility."
He also pointed out that some hazardous areas, including the apartment complex affected by the disaster, were not registered in the Korea Forest Service's digital landslide information system, and ordered prompt action.
At the same time, he emphasized, "Under the principle that 'over-responding is better than falling short' regarding casualties, please re-inspect and improve the risk management system so that people's lives can be protected even amidst extreme weather."
