The 2nd Comprehensive Special Counsel team, which has investigated remaining allegations following the three special counsels, wrapped up its 180-day investigation and announced the results today.
The special counsel announced that it indicted a total of 58 people, including former President Yoon Suk Yeol and Kim Keon-hee, specifying that 7 were indicted while detained and 51, including corporations, were indicted without detention.
Concluding its 180-day probe, the comprehensive special counsel team added that it received a total of 152 cases, processed 126 of them, and transferred 46 cases involving 150 people deemed to require further investigation to the National Office of Investigation under the National Police Agency.
The special counsel is assessed to have achieved some results regarding allegations surrounding the relocation of the presidential residence during the Yoon Suk Yeol administration.
After bringing former Interior Minister Lee Sang-min, former Presidential Chief of Staff Kim Dae-ki, former General Affairs Secretary Yoon Jae-soon, and former Facility Management Secretary Kim Oh-jin to trial last June on charges of illegally diverting and executing national budgets, it successively indicted Kim Keon-hee and lawmaker Yoon Han-hong.
However, there is also widespread criticism that it failed to reach conclusions on several major allegations.
Although the special counsel team even boarded a helicopter to conduct an on-site verification at facilities such as the Yeonpyeong Unit detention facility recorded as a collection center in Roh Sang-won's notebook, it ultimately failed to prove the charges.
Regarding the Seoul-Yangpyeong Expressway suspicion case, the charges against former Land Minister Won Hee-ryong, pointed to as the higher-up behind the route change, were transferred back to the National Police Agency's National Office of Investigation without significant progress.
Special Counsel Kwon Chang-young, who delivered the final investigation result briefing today, stated, "Former President Yoon Suk Yeol committed insurrection by neutralizing the National Assembly in an attempt to run the presidency as he pleased."
The special counsel launched its investigation on February 25 and conducted investigations for 180 days until the 23rd, passing through three term extensions.
The received cases consisted of 48 cases transferred from other investigative agencies, 71 cases independently recognized by the special counsel, and 33 complaints and accusations.
The investigative team, including personnel dispatched and employed for certain periods, totaled 251 people, comprising 5 special assistant counsels, 14 prosecutors, 25 prosecution investigators, 66 police and coast guard investigators, and 57 special investigators.
