President Lee Unveils Blueprint for Peaceful Coexistence and Innovative Growth in Second Year in Office

Entering his second year in office, President Lee Jae-myung presented the guiding direction for future state affairs today (Aug. 15) in his congratulatory speech for the 81st Liberation Day.

Externally, he made clear his commitment to launching concrete efforts to accelerate a peaceful coexistence regime on the Korean Peninsula, while internally maximizing the outcomes of innovative growth and ensuring that the fruits are shared evenly among the public.

In particular, he conveyed the perception that internal hostility and hatred must be eradicated to achieve national unity during this process.

Through this, President Lee's vision is to welcome a "new liberation" that transforms South Korea into an irreplaceable nation amid an era of massive upheaval.

◇ Introducing a Three-Pronged Blueprint for Peaceful Coexistence... Specific Proposal for "Direct Parties' Dialogue"

The most notable aspect of today's speech was the section where President Lee introduced a three-pronged blueprint to achieve peaceful coexistence between the two Koreas.

Recalling that he mentioned three major principles during last year's Liberation Day speech—such as "respecting the North's regime, not pursuing absorption unification, and halting all hostile acts"—President Lee stated, "One year later today, I wish to present a blueprint to move beyond principles and into action."

Although the cold reality is that inter-Korean dialogue has entered a deadlock and relations are not easy to improve, President Lee's stance is interpreted as meaning that practical efforts to "thread a needle" cannot be neglected.

First, President Lee presented "inclusive peaceful coexistence based on mutual respect" as the initial objective, proposing to reduce hostility toward each other starting from norms and institutions.

Simultaneously, he put forward "stable peaceful coexistence with no need to fight" as the second goal, explaining that he would pursue effective measures to curb actual armed conflicts.

Finally, expressing aspirations to pursue "responsible peaceful coexistence that contributes to world peace," he vowed to contribute to regional peace by serving as a milestone for a "nuclear-free world."

In this process, President Lee specifically stated, "We will embark on a journey to end the war and transform the Korean Peninsula's unstable armistice regime into a peace regime. Let us lay aside mutual threats and begin discussions among the direct parties to end this long-running war. Effective ways to halt the advancement of North Korea's nuclear capabilities could also be discussed."

This amounts to a concrete proposal to activate diplomatic channels so that peaceful coexistence does not remain merely at the conceptual stage but achieves substantial progress.

However, specific plans—including whether the "discussions among the direct parties" will involve South Korea, North Korea, and the United States, or extend to other nations such as China—do not yet appear to be finalized.

An official from the ruling bloc explained, "As this is an issue involving a counterpart (North Korea), we must find the most efficient path amid comprehensive considerations," adding that it is difficult to view the approach as having detailed frameworks pre-arranged.

◇ "Innovations Fruits Must Be Distributed Evenly"... Focus on Youth Policy

In the economic sector as well, President Lee highlighted that it is time to tighten the reins on innovative growth centered around high-tech industries.

Emphasizing that "South Korea is currently standing at a critical watershed determining whether we will be swept away by high waves and shipwrecked or leap forward as a leader enjoying boundless opportunities," President Lee stressed, "Facing a civilizational paradigm shift and a massive upheaval in the international order, we must create possibilities instead of measuring impossibilities."

He then promised to completely rearrange South Korea's resources and capabilities while redrawing its growth map.

Amid the world's rapid transformation driven by the AI (artificial intelligence) revolution, President Lee's perspective is that dramatic changes across the entire industrial system are necessary to achieve the vision of becoming a "top 3 AI powerhouse."

Simultaneously, President Lee highlighted that the fruits of innovation must be distributed evenly.

"Through active investment, we will elevate our growth potential and return the fruits evenly to the public," President Lee said. "The achievements of innovation and future growth opportunities must spread evenly everywhere."

This remark aligns with President Lee's recent push for a "future response fund," arguing that massive additional tax revenues should be used strategically.

Notably, his strong emphasis on support for the younger generation also drew attention.

"We will lay a thick ladder of opportunity spanning the entire life cycle so that youths taking their first steps into society do not despair over failure and can rise again at any time," President Lee conveyed. "The government will provide robust backing so that youths can stand tall as the protagonists of tomorrow."

This reflects the perception that securing future growth engines is difficult without the leap of the younger generation.

In addition, amidst recent concerns raised within the ruling camp over a potential drift of support from individuals in their 20s and 30s away from the administration, this message can also be interpreted as an active appeal to win the hearts of the youth.

◇ Vigilance Against Deepening Internal Conflicts... Will "Integration Moves" Strengthen?

Amid visible conflicts across factions, classes, and generations surrounding recent government policies, President Lee's wariness of internal confrontation also drew notice.

"We must first dismantle the barriers within ourselves," President Lee said. "Differences must not turn into hostility, nor should hatred, exclusion, and conflict obstruct the nation's progress. Facing a global competition where the world economic landscape is shifting, the people and the government, the center and local regions, and businesses and labor are all 'one team'."

This is interpreted as a judgment that no matter how ambitiously the government pushes policies, their effectiveness will inevitably be halved unless the public supports them with one heart.

Against this backdrop, since President Lee publicly vowed today to "take the lead in the politics of compromise and coexistence," attention is focusing on whether he will strengthen integration efforts moving forward.
