President Lee Jae-myung pointed out that "investigation issues are a matter of growing public concern recently."
President Lee made the remarks while checking situations related to crime victimization during a Cabinet meeting he presided over at the Government Complex Sejong, after receiving a report on pan-governmental suicide prevention measures.
President Lee explained, "In any case, hasn't the responsibility of the police grown significantly?" and added, "People have many worries, wondering if crime victimization will expand, or if 'the relief of crime victims, uncovering of the truth, and the arrest and punishment of criminals should be handled well.'"
He then instructed Acting National Police Agency Commissioner General Yoo Jae-seong, saying, "Please organize how to respond to general crime victimization and how to address public concerns, and report on the countermeasures at an appropriate time."
He also ordered Employment and Labor Minister Kim Young-hoon to clearly present the criteria for the "scope of disputes" under the Yellow Envelope Bill (revised Trade Union and Labor Relations Adjustment Act).
President Lee first asked, "I understand there is criticism that clear regulations are not being established on whether something constitutes a subject of a labor dispute under the Yellow Envelope Bill."
When Minister Kim responded, "We have already issued all judgments through administrative interpretations," President Lee pointed out, "Interpretations and guidelines are different. Interpretations are merely opinions."
He continued, "For example, you stated that it is unacceptable for [unions] to oppose management decisions such as 'building a factory somewhere,' and it seems there is a request to make such matters clear through regulations."
He then ordered, "Presenting standards defined by law is different from interpretation. There are demands to explicitly specify clear criteria, and that argument makes sense in its own way, so actively review it."
Regarding suicide prevention measures, President Lee also mentioned debt issues, stating, "We must have an awareness of unpayable debt. Clearing unpayable debt is good for creditors, debtors, and society alike."
He continued, "We need to make it a reality on the ground that unpayable debts can be liquidated for a fresh start," adding, "Isn't the recent general stance that while failing to repay debt is fundamentally the debtor's fault, there is also responsibility on the creditor who lent excessively without considering that?"
