The Board of Audit and Inspection (BAI) has revealed audit results showing that the Korea Anti-Drug Headquarters promoted employees based on unclear criteria and that branch heads appointed themselves as lecturers.
The BAI released the findings of its regular audit into the Anti-Drug Headquarters today (August 10).
According to the BAI's inspection of lecture-related data from February 2024 to February 2026 across 14 regional branches under the headquarters, 12 branch heads entered into a total of 359 private contracts to appoint themselves as lecturers for educational programs hosted by their respective branches, collecting approximately 41 million won in lecture fees.
The BAI pointed out that this involved branch heads in charge of contracting duties appointing themselves, which could potentially violate the Conflict of Interest Prevention Act and raise concerns about undermining the fairness of public duties.
Additionally, the BAI noted that when the headquarters conducted special promotions in September 2025, the special promotion plan itself was kept confidential, with the chairman and secretary-general selecting the promotees. The audit evaluated that the promotion procedures and performance criteria were unclear, raising concerns over arbitrary personnel management controversies.
The BAI also pointed out that when the headquarters established 14 new centers in 2024, it issued directives to operate the centers under the command of branch heads without revising related regulations such as organizational rules, leading to issues such as conflicts between branch heads and center directors.
