Minister of Planning and Budget Park Hong-keun said on August 7, "Rather than piling on more work, I will create a ministry that pares down what can be reduced and concentrates efforts on essential tasks," addressing his staff.
According to the Ministry of Planning and Budget, Minister Park posted a message containing these sentiments on the internal communication board this morning to encourage employees.
Mentioning the hard work of each bureau and division's staff who have dedicated themselves over the past four months since taking office, he expressed sympathy, saying, "Major tasks are wrapping up one by one so you must want a break, but without even a moment to rest, important schedules continue to line up, including next year's budget compilation, the establishment of a future response fund, the reorganization of educational finance grants, and the formulation of future strategies."
Minister Park added, "Reading through the posts uploaded on the internal network one by one, the feedback that resonated with me the most was 'give us time to catch our breath.' I feel a great sense of remorse, as if I have become a 'vicious employer' who just keeps making people work."
He pledged, "While we must constantly ponder new ideas and reform tasks, it is absurd to ask you to hunt down even more new work. Rather than piling on more work, I will create a ministry that pares down what can be reduced and concentrates efforts on essential tasks."
He also emphasized, "The Ministry of Planning and Budget is not an organization that merely compiles budgets. We must stand at the forefront of structural innovation that transforms society using the budget as a medium."
Minister Park promised, "Starting from changes that may look small but can substantially reduce the burden of work, I will implement them one by one."
He stated that reporting formats, which differ from those of other ministries, will be standardized.
He added that matters not requiring the minister's decision should be reported in writing rather than face-to-face.
"I will prepare more tangible measures for organizational culture innovation," he promised, adding, "If you have ideas, please post them anonymously on the internal network, and I will review them one by one to lead to actual changes."
He also urged, "An organization cannot be called normal if work stops just because one person is away," asking executives to lead by example and ensure that staff can take vacations with peace of mind.
