One month before the Jang Yoon-ki incident occurred, we secured a document that police leadership had reported to Cheong Wa Dae. It stated that when a stalking crime report is received, a case will be accepted immediately, and active measures will be taken to secure the suspect's custody. However, when the Jang Yoon-ki incident broke out, the contents of this document were not implemented. Prosecutors have launched an investigation into whether the National Office of Investigation of the Korean National Police Agency ordered the downsizing of the case to hide these blunders.

On March 14, Kim Hoon, the perpetrator of the Namyangju stalking murder, murdered a woman in her 20s whom he had previously dated.

Two weeks later, on March 27, a relevant countermeasure meeting was held at Cheong Wa Dae, and SBS obtained the document that the National Police Agency reported to Cheong Wa Dae at the time through a lawmaker's office.
The police pointed out cases where victims of relational crimes, including stalking, reported them, but the police self-terminated them without officially registering the cases as formal complaints.
To improve this, they reported that regardless of the police station's jurisdiction, if a related report comes in, they will immediately register the case, and also presented a plan to conduct preliminary investigations to secure the custody of high-risk groups.
However, these contents reported by the National Police Agency to Cheong Wa Dae were not implemented during the response to Jang Yoon-ki's stalking crime, which took place about a month later.
On May 3, a Vietnamese woman identified as A reported to the police when Jang Yoon-ki, who had sexually assaulted her, appeared near her home again.
Jang Yoon-ki's crime appears to fall under the "high-risk group" mentioned in the Cheong Wa Dae report document, but the dispatched police officers did not officially register the case and concluded the matter at the scene after only sending a "warning text message."
Jang Yoon-ki, who only received a warning text message, threw away his mobile phone and freely wandered around the neighborhood, murdering the late Lee Chae-won about 28 hours after the stalking report.
As mentioned in the Cheong Wa Dae report document, if the police had registered the case immediately upon receiving the stalking report, classified him as a high-risk group, and proceeded to secure his custody, they could have prevented Jang Yoon-ki's murder.
Prosecutors, who recently secured the document, suspect that the National Office of Investigation of the police may have ordered the downsizing of the Jang Yoon-ki incident to hide the fact that the investigation was not conducted according to the report submitted to Cheong Wa Dae.
Park Sung-ju, the head of the National Office of Investigation at the time, explained to SBS that the order for "separate allocation" was "intended for the competent department to thoroughly investigate whether there were any additional stalking victims."
