Cheong Wa Dae Policy Chief Kim Yong-beom said today (July 27), regarding measures currently under government review following a real estate debate, "A number of constructive opinions were raised, and we are contemplating ways to appropriately reflect them in our policies."
Appearing on CBS Radio's "Park Sung-tae's News Show" earlier in the day, Chief Kim stated, "The debate pointed out many aspects we had not previously considered, which is helping us flesh out government policies."
Regarding specific contentious issues, he noted, "There were various opinions on how to strengthen holding taxes and what the criteria for ultra-luxury homes should be," adding, "We are gathering opinions on the criteria for ultra-luxury homes in our own way."
He continued, "In the case of capital gains taxes, several constructive opinions were presented, such as setting a cap on the special long-term holding deduction, opening an exit route for multiple homeowners to release properties onto the market when holding taxes are strengthened, and easing the tax burden for those relocating to rural areas after retirement."
On housing supply, he mentioned, "Even previously announced policies take a long time from land development onward," adding, "Therefore, the President is likely to hold a comprehensive review meeting to ensure all procedures are expedited."
Ha Jun-kyung, Senior Presidential Secretary for Economic Growth, also outlined the direction of real estate policies currently under review during an appearance on SBS Radio's "Kim Tae-hyun's Political Show."
Regarding holding taxes, Secretary Ha explained, "It is desirable to collect them at a socially appropriate level, but this should not undermine housing welfare," adding, "We plan to determine them by considering values such as housing welfare, social efficiency, and tax equity together."
However, regarding the criteria for ultra-luxury homes, he refrained from elaborating, saying, "Personally, I have thoughts on the matter, but it is difficult to disclose them."
Addressing measures for jeonse (lump-sum housing deposits) and monthly rent, he stated, "Fundamentally, to stabilize jeonse and monthly rent prices, supply must be significantly increased," and added, "We are preparing measures that can rapidly supply homes in the short term. They will be announced soon."
Regarding loan regulations, he said, "If there are unreasonable parts, they should naturally be fixed," and noted, "Our basic stance is to reexamine loans that stimulate supply rather than those that simply boost demand."
He also added, "If something was institutionally guaranteed but suddenly becomes unavailable, or if banks suddenly tighten lending, there is a need to provide targeted escape hatches."
On the housing supply front, he remarked, "It is true that land is scarce, but it is not entirely non-existent," and noted, "Since there are various types of housing, we are searching for land suitable for them."
Meanwhile, regarding supplementary measures for single-stock leverage exchange-traded funds (ETFs), Chief Kim stated, "Major components will be implemented ahead of schedule starting on the 31st, so we expect significant effects," adding, "We will monitor the impact afterward and review additional measures if necessary."
