The special investigation team of the Korean National Police Agency, which is investigating allegations of investigative misconduct involving Jang Yoon-ki, has summoned a senior superintendent-level official from the Gwangju Metropolitan Police Agency for questioning. Both prosecutors and police appear to be focusing on uncovering who gave what orders during the process of conducting separate investigations into the high school girl murder case and the stalking sex crime case.

The person summoned as a reference witness by the National Police Agency's special investigation team yesterday (the 25th) is Senior Superintendent Lee, the former head of the detective division at the Gwangju Metropolitan Police Agency.
The special investigation team is looking into whether Park Sung-ju, the then-head of the National Office of Investigation, intervened in the process where the Gwangju Gwangsan Police Station "separately investigated" the high school girl murder committed by Jang Yoon-ki and the stalking sex crime targeting a Vietnamese woman.
Circumstances have previously emerged indicating that the National Office of Investigation sent guidelines for a separate investigation to the head of the violent crimes unit at the Gwangju Police Agency. The special investigation team is reported to have questioned Senior Superintendent Lee, who was the direct supervisor of the violent crimes unit head, regarding the command instructions at the time.

Suspicion has also been raised that then-Head Park Sung-ju unusually monitored the progress of the Jang Yoon-ki investigation directly.
Circumstances have recently been captured during the investigation showing that Superintendent Choi, the acting head of the violent crimes unit at the National Office of Investigation, frequently reported the progress of the Jang Yoon-ki investigation.
Superintendent Choi is the person who conveyed the separate investigation guidelines to the Gwangju Police Agency under the pretext of "instructions from the head of the office." According to investigative and prosecutorial findings, Choi stated that he reported to Head Park with the intention that a consolidated investigation was necessary, but received instructions back to "make sure the stalking sexual assault case is not unnecessarily exposed."
Head Park has explained that his remark meant to ensure the sex crime victim was not exposed, but prosecutors and police are focusing their investigative efforts on whether there was any other intention on the part of the National Office of Investigation chief, the second-in-command of the police organization.
Prosecutors and police are also reportedly reviewing the handling of Senior Superintendent Kim, who was the chief of the Gwangsan Police Station at the time and decided to apply the charge of simple murder rather than rape and murder regarding Jang Yoon-ki.
