The Seoul Facilities Corporation announced that it will provide a 30-day regular pass—worth 5,000 won and valid for one-hour rentals—to approximately 4.62 million victims of the data breach involving the Seoul public bicycle service, Ttareungi.
The compensation coupons will be issued through the Ttareungi mobile app next month, in August 2026, and must be used within three months of issuance.
Users who already hold a regular pass may use the compensation coupon within three months after their existing pass expires.
Following consultations with the National Police Agency and the Personal Information Protection Commission, the corporation has finalized the list of leaked data points for each individual. It has begun notifying the approximately 4.62 million affected citizens via individual multimedia messages (MMS) and notices on its website.
The notification messages include details on the specific personal information leaked—such as user IDs, mobile phone numbers, dates of birth, gender, weight, email addresses, home addresses, and emergency contact numbers—as well as the circumstances of the breach and guidelines for preventing further damage.
The messages are being sent sequentially at a rate of approximately 1.2 million per day. Notifications may not be delivered to users who have changed their phone numbers or opted out of receiving text messages.
Individuals can verify their specific leaked data by contacting the call center at 1599-0120 or by sending an email to seoulbike@sisul.or.kr.
The corporation stated that immediately upon discovering the incident, it activated an emergency response center in coordination with the Seoul Metropolitan Government to patch the web vulnerabilities that caused the breach and to strengthen monitoring for abnormal access.
Furthermore, to prevent recurrence, the corporation is regularizing security audits and penetration testing. It is also in discussions with relevant authorities to secure additional budget and personnel for its information technology (IT) department.
"I once again offer my deepest apologies for the concern and inconvenience caused to citizens by this personal information breach," said Han Koo-young, Chairman of the Seoul Facilities Corporation. "We will do our utmost to completely overhaul our security system so that citizens can use Ttareungi with peace of mind."
