National Assembly Speaker Cho Jung-sik proposed today (July 17) that a constitutional amendment for national sovereignty be prepared by 2027 and that the 10th constitutional amendment be finalized within the 22nd National Assembly, during his commemorative address for the 78th Constitution Day held at the National Assembly.
Speaker Cho emphasized that including the spirit of the May 18 Democratization Movement in the preamble of the Constitution, limiting the president's power to declare martial law, reforming the power structure, and reforming election management are tasks that cannot be delayed.
He also explained that he would launch a constitutional amendment advisory committee directly under the Speaker to organize a roadmap and agenda.
Speaker Cho further officially proposed holding inter-Korean parliamentary talks and announced plans to designate December 3 as National Sovereignty Day.
