The Korea Credit Guarantee Fund (KODIT) has been found to have concentrated its pre-startup guarantee support in the medical and pharmaceutical sectors and the Seoul metropolitan area.
The Board of Audit and Inspection (BAI) released the results of its regular audit of KODIT today.
According to the BAI, the targets for pre-startup guarantees are divided into technology and knowledge-based enterprises (such as professors and Ph.D. holders) and professional qualification-based enterprises (such as doctors, traditional Korean medicine doctors, and pharmacists).
However, from 2021 to 2025, the scale of guarantees for technology and knowledge-based enterprises accounted for only 4.1% (34.3 billion KRW), while support for professional qualification-based enterprises reached 95.9% (799.6 billion KRW).
In particular, within the professional qualification-based category, the medical and pharmaceutical fields accounted for 85.6% of the total guarantee volume.
Furthermore, a review of the regional distribution of pre-startup guarantees in the medical and pharmaceutical fields over the past three years showed that the Seoul metropolitan area accounted for 70% of the total, with Seoul at 34.6%, Gyeonggi at 29.2%, and Incheon at 7.0%.
Cases of unreasonable startup criteria were also identified, such as providing guarantees for expansion or relocation after a business was closed on paper, or providing duplicate support to the same individual without restrictions.
The BAI also requested disciplinary action against a KODIT team leader who violated regulations by failing to report dozens of guarantee cases processed through introductions from a suspected broker.
Meanwhile, the BAI recognized the contribution of KODIT's Management Planning Department to strengthening the economic safety net by proactively establishing a special guarantee account for crisis response, selecting the department for a commendation.
