Furthermore, a review of the regional distribution of pre-startup guarantees in the medical and pharmaceutical fields over the past three years showed that the Seoul metropolitan area accounted for 70% of the total, with Seoul at 34.6%, Gyeonggi at 29.2%, and Incheon at 7.0%.

Cases of unreasonable startup criteria were also identified, such as providing guarantees for expansion or relocation after a business was closed on paper, or providing duplicate support to the same individual without restrictions.

The BAI also requested disciplinary action against a KODIT team leader who violated regulations by failing to report dozens of guarantee cases processed through introductions from a suspected broker.

Meanwhile, the BAI recognized the contribution of KODIT's Management Planning Department to strengthening the economic safety net by proactively establishing a special guarantee account for crisis response, selecting the department for a commendation.
