Allegations have emerged that a former official at the National Election Commission (NEC) mobilized family members to establish multiple companies, securing contracts worth 17.5 billion won from the commission. Evidence has been confirmed that this official began executing this plan immediately after retirement.
According to data obtained from the NEC and other sources by Representative Joo Jin-woo of the People Power Party, the individual, identified as A, retired in 2003 while serving as the head of the political party division at the NEC secretariat. The following year, A was involved in the establishment of an incorporated association and served as a registered director.
Another individual who co-founded the company with A and served as its board chair was also a former head of the election division at the NEC.
Another registered director listed on the company's website is also a former official who served in the NEC secretariat and as the secretary-general of the Ulsan Election Commission.
In effect, it was a company run by former NEC officials, leveraging their past positions.
Records show that in 2021, this company signed a private contract with the NEC worth 19.62 million won for a project titled "Research on Countermeasures Against Misinformation for Fair Election Management."
Two years after establishing that company, A set up a separate business supplying election materials, which went on to sign 66 contracts with the NEC totaling 2.9752 billion won.
It was also revealed that the "translucent in-district early voting ballot boxes" used in the June 3 local elections were supplied by A's company.
Another company, where A's wife serves as the representative, signed contracts with the NEC worth 409.45 million won after its establishment in 2021.
A separate company where A served as an internal director was found to have carried out 28 contracts with the NEC, with a total project value of 14.16858 billion won.
