Minister of Land, Infrastructure and Transport Kim Yoon-duck announced today (July 13) that he will pursue various measures to shorten the construction period for the high-tech semiconductor industrial complex to be built on the site of the Gwangju military airport in the Gwangju-Jeonnam Integrated City.
During the National Fiscal Strategy Meeting held today at the Blue House and presided over by President Lee Jae-myung, Minister Kim stated, "We will drastically reduce the construction period, which typically takes over 10 years, to align with corporate schedules." He added, "Once companies and the Ministry of Trade, Industry and Energy establish plans for the candidate site and request designation as an industrial complex from the Ministry of Land, Infrastructure and Transport, we will designate it as a candidate site within one month."
Minister Kim said, "It is necessary to pursue an exemption for the public institution preliminary feasibility study through deliberation by the State Council," and added, "We will also implement a fast-track process for licensing procedures in cooperation with relevant agencies."
Furthermore, he announced that site preparation work will begin immediately upon the handover of the land from the Ministry of National Defense.
The Ministry of Land, Infrastructure and Transport plans to develop the Honam semiconductor national industrial complex into a "corporate-type high-tech city" where industry, innovation, and residential areas are connected by transportation infrastructure.
Regarding this, Minister Kim said, "We will create a residential complex comparable to the Seoul metropolitan area," and added, "We will provide specialized rental housing proposed by companies and support housing stability through special housing supply for workers if necessary."
He continued, "We will expand the high-speed transportation and logistics system with the goal of a 30-minute commuting radius and a 1-hour import/export logistics radius," and stated, "We will increase support for infrastructure, including access roads to the industrial complex, and reinforce national transportation networks such as roads and railways."
He also added, "As nearly 100% of semiconductor export volume is transported by air, we will reinforce the infrastructure and strengthen the functions of Muan International Airport, the gateway airport for the Honam region."
The government also plans to accelerate the construction of the Yongin semiconductor national industrial complex in the Seoul metropolitan area.
Minister Kim stated, "We will provide support to advance the overall construction schedule by up to 7 years, from the original 2047 to 2040," and added, "We will closely discuss measures to shorten the operation schedule of the first fab in line with corporate investment plans, and we will definitely complete land compensation and begin construction within this year by conducting compensation negotiations and expropriation adjudication procedures in parallel."
