The joint investigation team of prosecutors and police, established to uncover the truth behind the ballot paper shortage, summoned an official from the Dongjak-gu Election Commission as a witness on the morning of July 6.
The investigation is expected to comprehensively review the local election preparation process in Dongjak-gu and the response taken when the ballot shortage occurred on election day.
The joint investigation team plans to expand the scope of its probe to other districts that experienced ballot shortages, such as Dongjak-gu, to determine if issues similar to those in Songpa-gu occurred during the election preparation process.
Previously, on May 31, immediately after early voting, the National Election Commission sent a work directive to local election commissions nationwide, stating that "a shortage of ballot papers may occur in voting districts with low early voter turnout, so it is necessary to devise countermeasures such as distributing additional unnumbered ballot papers."
The joint investigation team believes that if local election commissions had confirmed low early voter turnout, they should have prepared for a ballot shortage in accordance with the work directive, but failed to make proper preparations.
Meanwhile, the joint investigation team has also taken over and begun investigations into cases involving recruitment irregularities at the Election Commission and the drafting of false budget request documents, which were transferred from the Suwon District Prosecutors' Office.
