On the afternoon of June 24, at a PC cafe in the Gangwon region.
Two teenage boys are seen lingering in front of the entrance.
After confirming that no one is at the counter, they head straight for the cash box, grabbing bundles of coins and several banknotes.
They even hand the money to another student waiting on the other side of the counter for inspection.
Before leaving the store, the two students even take the time to wave at the CCTV camera.
Over the course of about six minutes, they entered and exited the same spot to commit theft four times.
[Victim PC Cafe Owner: Usually, when they get caught on camera, they freeze up and can't say a word. But these kids were openly waving at the camera, having already heard from various places that they cannot be punished because they are minors under the age of criminal responsibility.]
The students' spree of thefts began a week ago.
It has been found that similar thefts by teenagers using the same methods have been occurring frequently in the area around this PC cafe recently.
A nearby convenience store owner also says that whenever a group of teenagers enters, they stop what they are doing and immediately become tense.
[Nearby Convenience Store Owner: For small items, they pick them up, walk around the display, and when they come out, the items are gone. They know their faces are visible on the CCTV. They wave their hands at the (CCTV) and check to see if they are appearing on the camera.]
The police plan to launch a full-scale investigation with the guardians present once the suspects are identified through CCTV analysis, as they are minors.
