Moon said, "When I told him (during the strategic dialogue) that 'the issue of dispatching troops to the Strait of Hormuz seems to be a point of contention as well,' sent a text message saying, 'It is an issue of limited participation for the safety of international maritime routes, but I am concerned that political circles keep framing it as a troop dispatch.'" He added that two ruling and two opposition lawmakers from the National Assembly and Japanese lawmakers were present at the time, and that "I allowed the lawmakers to view the text messages using them as a reference since this is the minister's view when discussing the Strait of Hormuz troop dispatch issue." Reiterating that "that is all there is to it," Moon dismissed the lawmaker's claim that they exchanged text messages with the intention that the president should not be held responsible as a "complete lie."
